Former director of Kafue Gorge Regional Training Center denies corruption charges

FORMER Director of Kafue Gorge Regional Training Center Kaela Siame appeared in Lusaka Magistrates’ Court on Friday where he denied nine charges of abuse of office.

In the first count, it is alleged that on September 17, 2016, in the Chikankata district of the Southern Province, Siame, as the director of the Kafue Gorge Regional Training Center, abused his authority by approving a request for substance allowance in respect of Mwaba. Marimba to attend a train-the-trainer seminar under the African Network of Centers of Excellence in Electricity in Abidjan, Ivory Coast, knowing full well that it was fully sponsored.

In counts two and three, it is alleged that on September 12, 2016, Siame abused his authority by approving a request for substance allowance in respect of Martin Hamanyanga and Brian Makungo, to attend a seminar of training of trainers within the framework of the African Network of Centers of Excellence in Electricity in Abidjan, Côte d’Ivoire, knowing full well that this was entirely sponsored, an act detrimental to the rights and interests of the government, a business or a transaction involving the Kafue Gorge Regional Training Center, a public body.

In counts four and five, it is alleged that on February 4, 2020, Siame abused his authority by approving a request for substance allowance in respect of Evans Mweetwa and Maureen Salima to attend a design of development partnership and public-private development. work program in Italy, knowing full well that it was fully sponsored.

In Count Six, it is alleged that the accused abused his authority by approving a request for substance allowance in respect of Linda Kondowe, to attend a workshop on the management of a vocational training center in Italy , knowing full well that the same was fully sponsored.

In counts seven through nine, it is alleged that Siame abused his authority by approving a request for substance allowance in respect of Martin Hamanyanga, Mpezilwe Simukoko and Mwamba Marimba to attend a training workshop in Algiers. , Algeria, knowing full well that the same has been fully sponsored, an act prejudicial to the rights and interests of the government, a matter or transaction involving the Kafue Gorge Regional Training Center, a public body.

When the case was argued before Magistrate Faides Hamaundu sitting in the Economic and Financial Crimes Court, Siame pleaded not guilty to all nine counts.

This was after the State presented documents to the court showing that the High Court had granted an order to transfer the trial venue to Lusaka since the details of the offense indicated that the offenses had not been committed in Lusaka. .

The case has since been adjourned to August 9 for trial.
